ACCOMPLISHMENTS

Master Sergeant David S. Philips distinguished himself by outstanding achievement while assigned to the 314 Security Forces Squadron, , Kadena Air Base, Japan. During this period, the gross misrepresentation of facts, falsification of employment records, false official statements, and blatant disregard for OPM hiring practices or federal statutes, enabled MSgt Philips to infiltrate the Veterans Affairs Police Department in Las Vegas, Nevada. MSgt Philips selected friends and co-workers from the US Air Force, provided information to prepare, job applications, KSAs and oral board questions to ensure 100% hiring of his friends and coworkers. These candidates were hired over hundereds of otherwise more qualifed applicants including minorities, females and transfer eligible VA Police officers. The carefully planned acts of MSgt Philips resulted in the replacement of carreer conditional employees and forced them out of their federal jobs. The distinctive accomplishments of Sergeant Philips reflect credit upon himself and the United States Air Force.
