Air Force Technical Order Change Submitter

During this period, Master Sergeant Sean A. Harris took charge during a no-notice command directed 180 mobilization in support of OIF and OEF missions. Within 24 hours of notification, Sergeant Harris secured essential assets vital to mission readiness. Charged with managing one of the most critical shops in maintenance, he immediately focused on a potentially life threatening situation, noting unsafe weight practices in the C-17 hydraulics inspection technical data. He immediately initiated a Request for Engineering Disposition Instruction to correct the critical faults, and ensured the widest dissemination of information possible. Additionally, he identified a discrepancy in the C-17 brake assembly overhaul instructions and initiated an Air Force Technical Order change which led to a change in the inspection criteria resulting in a 90 percent increase in repair capability, saving the Air Force $32,000 per brake and weeks in delays for parts. Technical Order Distribution Officer

Technical Sergeant Steven E. Holliday distinguished himself in the performance of outstanding service as Technical Order Distribution Officer, 451st Expeditionary Maintenance Group, 451st Air Expeditionary Wing, Kandahar Airfield, Afghanistan. During this period, Sergeant Holliday aggressively lead the Wing implementation of Electronic Technical Data by arranging the procurement of over 1.2 million dollars in hardware. As site coordinator, he partnered with Air Force Central Command and the 451st Expeditionary Communications Squadron to obtain one hundred laptops containing over 1,400 technical orders to support the entire maintenance group in less than 30 days. Additionally, his efforts resulted in the distribution of over 3,000 manuals across three forward operating bases, resulting in a 98 percent "in compliance" rate for 24 accounts. Further, Sergeant Holliday diligently reviewed and processed more than 4,200 technical order management transactions, assuring all libraries remained current for aircraft and equipment maintenance, contributing to the safe execution of 21,000 combat sorties totaling 142,000 flight hours in support of Operation ENDURING FREEDOM. Moreover, Sergeant Holliday successfully prepared the Wing for an Air Force Audit Agency technical order inspection. Finally, his attention to detail identified an incomplete time compliance technical order critical to the safe operation of 41 nuclear certified munitions trailers. His oversight and maintenance planning resulted in all equipment being fully mission capable in less than 12 hours.
